中文摘要: 资源环境承载能力评价是国家汶川地震灾后恢复重建规划中的一项重要工作。本文提出了一种基于水资源、环境容量和土地资源的人口承载力评价方法,分析了汶川地震后资源环境的变化趋势,并对汶川地震重灾区10个县的资源环境承载力进行了计算。结果表明:在2010年之前的恢复重建期,10个县的人口合理规模为132.5-140万人;从2020年实现全面小康而言,这10个县资源环境所能支撑的合理人口规模为99.5-106.5万人。最后在分析原因的基础上探讨了缓解人地关系矛盾的对策,为重建规划提供了强有力的支撑,对提高规划、决策的科学性起到了重要的作用。
Abstract:Resources and environment bearing capacity evaluation is a significant part of the state planning for post—Wenchuan earthquake restoration and reconstruction. The paper introduces a evaluating method based on water resource、environmental capacity and land resource. After analyzes the changing trend of resources and environment after Wenchuan earthquake, the evaluating method has been applied to calculates the population bearing capacity of resources and environment of 10 counties in area hited by Wenchuan earthquake. It is concluded that the population bearing capacity based on resources and environment in area hited by Wenchuan earthquake in 2010 is 132.5-140 million. For meeting well-off standard the population bearing capacity in 2020 is 99.5-106.5 million. It takes the in-situ reconstruction as the key point for post—Wenchuan earthquake restoration and reconstruction, without immigrates massively. The paper discusses the counter measures of solving conflict of the man-land relationship. The evaluation provides a cogent support to the reconstruction planning and plays an utmost important role in improving the scientificalness of planning and decision—making.
