Abstract:The equity and efficiency of the initial GDP-E slot allocation was investigated in order to make more scientifically use of the airport slot resources. By introducing equity constraint parameter based on OPTIFLOW assignment model
a initial GDP-E slot allocation optimization model was established
which could reach balance between equality and efficiency. Meanwhile
a equity evaluation index of the slot allocation was presented. Because the result of the slot allocation was a special sequence
the model was solved by genetic algorithm using the partially patched crossover(PMX) operator. The simulation results showed the effectiveness of the slot allocation model
which not only improved efficiency by 22.5 percent than the ration by schedule(RBS) algorithm
but also balanced the delay cost between airlines
and by setting the equity constraint parameter within 0.05 and 0.2
the balance between equality and efficiency could be adjusted efficiently.
